Maybe allow spies to influence the Riot part, then have a separate Cyber Warfare Military Unit choice---the Freezing of Economic or Military abilities could be limited to a few turns. Just an idea. Thanks all!

This may have been suggested, if so, please ignore. A Cyber attack that could: 1. Disable a country from initiating Military Strikes for a few turns up to a day. 2. Disable a country's economic/commerce system---they cannot produce any revenue for a few turns up to a day. This could be two separate choices or combined... Initiate Riots: Country's residents could damage infrastructure and/or refuse to work (develop/refine resources). Some of this may be too complicated right now, but just a thought.
