To blockade someone, you need to get an Immense Triumph naval battle against them. The blockade goes into effect immediately after this occurs.
To break a blockade someone has over you, things that can happen are:
Anyone gets an Immense Triumph naval battle against them They reach 0 ships, through naval battle, airstrike, espionage operation, or selling ships The war ends You achieve any sort of victory naval battle against the nation (including Pyrrhic Victory and Moderate Success level attacks.) -

You're not calculating things correctly.
You have 12 cities, 11 of which have 1500 infrastructure (which means they're using 0.2 Uranium per turn, each) and you have one with 1000 infrastructure using only 0.1 per turn. Add that up and we get:
(0.2 * 11) + (0.1 * 1) = 2.3 Uranium/turn
Multiply that by 12 (number of turns in a day) and we get: 27.6

Seems like the most likely answer - whenever you went back after getting an error the first time, you reloaded the regular Create Trade page with no personal trade indication.

Yeah, there were two turns that didn't happen between when your war started and now, so this looks correct.

There is a third "Not Telling" option. Whatever your choice is is irrelevant to the game as well.

That's not true; you just can't make steel today with coal and iron you'll have tomorrow. It's not enough to be producing iron and coal, you need to actually have it before you can make the steel.
Also, you should get a big notification at the top of your revenue page if you don't have enough iron and coal for your steel mills.
