"Forced raiding"?

I've noticed ever since many years ago that there are many nations mainly in big alliances that will raid again and again (even the same ones multiple times) nations that either give nothing either very low rewards. 

Now who would want that? Raid a specific nation every week that gives you 0$ and essentially spend more in the process (you have to pay higher wages for your military during war) . Even if the reward is 1-2 mln in resources raided it still doesn't sound that crazy of an investment return . 

I believe that alliances are forcing their members to raid and also even after years of game experience some nations lack the basic understanding of how raiding works(before raiding check previous raids and see how much was looted for e.g. ). 

This is definitely hurting the ones doing the raiding and also the alliances themselves. Personally when I was the leader of alliances I would punish members for such behavior as it shows they don't care about learning or actually raiding. 

Another thing is the lack of targets, quite a lot of times I've been a member of big alliances and been told that "you need to raid" while there were no worthy raid targets within my range (can't raid members of top 50 alliances and etc too). Although I told the MilCom that there are no targets I was told "but you need to raid" . 

This promotes the same attitude we can see IRL work environment where people just want to finish their work and go home, might pretend that they are working and so on. 

One explanation for this could be the structure and limitations of big alliances. For e.g. MilCom can't check daily for targets for every range, they just assume there must be at least something, also they want their members to be raiding. So they simply give the command. But they won't be able to/don't want to check each of their members raids and let them know what's wrong. 

I do remember years ago when I used to check my members raids in my alliance and scold them when they were raiding nations with literally 0 resources. 🤔
