I had 12 maps and I was able to do 4 airstrikes even though I only had 12 maps.

So I started a war on a nation https://politicsandwar.com/nation/id=7646 and forgot to attack them and I got 12 maps.  My current mmr is 0 0 5 0 so I did airstrikes but for some reason I was able to do 4 airstrikes even though that should not be possible considering it takes 4 maps per airstrike and you can only have 12 maps which is what I had.
