With the United Empire constantly contracting Umbrella to handle more and more of their administrative duties, the Umbrella High Command planned a silent coup d'é·tat. The United Empire failed to realize that as the power and influence
of the Umbrella Corporation, that the Corporation was planning something very sinister, a total takeover of the United Empire. 

The Umbrella Corporation, and its subsidiaries have declared itself as the sole leading government body of formally held lands of the United Empire via Contract buyout. Any questions of this buyout should be sent to the Umbrella Corporation Public 
Relations office located in Stockholm, Sweden. The Company has divided the lands in Regions, and any lands outside of the 10 regions shall be grouped together and be management by the Umbrella International Subsidiary. 

(May not be accurate, was not sure where Prussia's land and my lands border met so made a rough estimate)

 

Regional Headquarters shall handle the day to day management of sales, research and law enforcement while sending a weekly report to the Umbrella Committee, which then the Umbrella Committee will then send a weekly report to Umbrella High Command. 

 

All decisions of the Company shall be made by the Umbrella High Command, with the Umbrella Committee shall be tasked to ensure the decisions are implemented and enforced throughout the Company. 

 

Each Regional Capital shall hold an underground Research and Administrative facility known as Hives, these facilities shall be shaped as a beehive and require high level security to ensure the safety of Umbrella's research and secrets. If a facility becomes infiltrated, they shall follow Umbrella Security Policy outlined in their Workforce Security Protocols, found on UmbrellaNet, a secure network requiring credentials to access.
