Only the end results (social/eco policy scale) are saved. So while the policies are a nice bit of flavour, especially if you don't know exactly where on the scale you'd stand, it's a bit of an inconvenience to deal with if you know what you want your nation to be. A week or so ago I looked into solving the puzzle of which policy combinations result in what places on the spectrum, but because Sheepy sucks, I decided to put it on hold until things get patched. I think either a manual selection would be ok, or just add more questions and then maintain the answers so others can see how you decided on...either way it would be a logistics nightmare I'm sure.
