cannot use the full aircraft manufacturing limit

What were you doing (or trying to do): i was trying to build some aircraft

What happened (describe thoroughly please): i was supposed to manufacture 42 aircraft a day, because i have 2 airfeild in each of my cities, i have 7 cities

Any other relevant information: i have the needed resources so it is impossible to not manufacture 42,
