dont we have to be in the same alliance for that? or they have to have access to their alliances bank?

If you strike a deal with a player to pay you in resources for protection, how do you accept payment without having to pay within 30% of the market price?

I'm not sure if this is the right place to ask this, but under the description for nation's unique ID's it says " If they match and the nations are trading with each other, in the same alliance, fighting the same nation(s), or cheating in any other way, please report it on the forum." Does that mean that if you had two nations, but did not join the same alliance, did not trade with one another, or did not go to war with the same nations, you would technically not be cheating?
