In revenue menu it says I get positive amount of coal after turn takes place

I have two cities. One has Four coal power plants, two barracks and one tank factory, 700 infrastructure points and it isn't powered. The other one has two coal power plants, no building that require power and 350 infrastructure points and isn't powered. Earlier today they were powered, and I didn't change anything. Please help.
