I'm not sure if it's just that the espionage report message for a failed op on nukes is "failed to sabotage missiles" or if there's some sort of bug that causes missiles to get targeted by spy ops from time to time, but it's happened dozens of times this war and I'd be surprised if we mis-clicked when we selected the espionage target that often.

So everyone's econ gets nerfed except the 4000 infra/city nations that now get to fill up all those unused improvement slots and maintain the same resource production.
My guess is that the decrease in cash income will mean reduced ability to buy resources so resource prices won't really go up. Just let income for the majority of nations making it more difficult to build up nations (and for lower tiers to catch up to uppers). Probably fewer people will be buying ITC now though and resource improvements just got more appealing.

I wouldn't say it's enjoyable, but it's just a product of how the sides are composed. It'd likely happen again regardless of peace and isn't really avoidable. I guess the argument here is you can get back to downdeclaring on them at a later date and they should be eager to get a respite? It's a bizarre comment for someone from Guardian to make given you've done it so many times to most on this side.
This is actually the first war where we've been downdeclaring moreso than updeclaring. But considering how many of your uppers seem to be quitting due to the repeated beatdowns I'd say that yeah, odds of the alliances on your side ever having a competitive upper tier are getting increasing slim.

I could go into why we haven't really "lost", but you've already rejected the argument. Either way people don't feel defeated as long and are capable of providing resistance. Like I said, if people don't go into your kill zone, they're relatively safe.
I'm sure it must be quite enjoyable for all those 12+ city nations on your side to have to sit with 0 military to stay out of the kill zone, then get raided by Arrgh or our lower tier, then build a few planes to defend themselves only to find themselves smacked down by downdeclares.

I keep getting this message when I try attacking Psweet and Comrade Milton. It doesn't actually do anything or prevent me from doing anything or force me to try anything again. I'm just confused about what it's doing there.

That appears to be the case yes. Perhaps the game changes since previous wars has contributed to all this as I remember back when tS was fighting wars with a disadvantage at the top with, nations in alliances like Rose mostly going untouched even, they still would pull out the wins. Certainly seems to me that NPO overkilled on the staying low mechanic they wished to exploit, and bumping it up to 12ish cities would have been better.
Yeah, the numbers became even or in our favour at city counts closer to the top tier. So they might have had 50 nations at the top in a bracket where they outnumbered us, while now we have about 200 up top in a bracket where we outnumber them.
However we were able to expand our area of control into their top at least partially for most wars. In Silent War their top was completely taken out and in the previous wars we came close and could have done it but it wasn't worth it keeping hundreds of nations militarized just to take out a few last nations. I don't think IQ has done that so far this war, in fact I think it's been the opposite.

Other alliances need to stop having such a defeatist attitude. No wonder your members keep leaving or quitting and you're unable to make decent allies. Plenty of people would be down to join the underdog team, but not if the underdog has no self respect.
