I remember the days when I bought credits, then student loans hit me hard
Not all members use grants. Some actually prefer loans with private banking. I view this as an alternative for the low tiers.

Yea those low tiers sure can buy credits $9m each. Not everybody has the option to exchange irl cash for credits, which I assume you have the privilege of.

Currently being raided by three 27-29 city nations from Arrgh with a vengeance, I think the system now is fine. Yea I know I don't stand a chance (17 cities against at least 10 more than me multiply by three) but it was my fault for building 20k tanks which brought my score in their range.

Preamble
The Fighting Pacifists (TFP) and Ragnarok (ROK) enters a ODP treaty.Article I: Sovereignty
The signatories of this treaty promise not to infringe on the sovereignty of each other, and agree to mutually respect the right to conduct one’s internal affairs without external interference.
Article II: Non-Aggression
The signatories of this treaty guarantee the cessation of any and all forms of hostile activities that may be directed towards each other.
Article III: Intelligence
The signatories of this treaty agree to share relevant intelligence with the intent of improving the safety and stability of both parties.
Article IV: Optional Defense
The signatories of this treaty acknowledge that while they are not mandated to come to the aid of their fellow signatory in case of conflict, in keeping with this treaty, they are encouraged to do so upon request. That aid may come in the form of military, financial or political assistance as the parties agree is practical.
Article V: Cancellation
