It was 5 days and it still exists apparently, it was just lowered to 12 turns. Don't know when the change happened though.

It says right there in the yellow box that nuclear pollution decays over time. It is separate from improvement pollution and you have to wait two weeks until it fully goes away. It's always been like that.

You need the lead in the stockpile. Think of it as one turn from mine to stockpile and one turn from stockpile to factory.
