I can assure you I've never shared an IP address with anyone. Why would I? As I said in my OP the other nation is nowhere near me geographically and I've sent money/resources to him from my alliance on numerous occasions without this issue. I think there's something seriously amiss with your algorithm when checking for such things.

Hi, just received a message saying I'm on the same network as a nation I was attempting to send money to on behalf of my alliance. I've done this many times before with no problem, so why now is it causing me issues? My nation id is 317321 and the nation I was sending money to is 344419. I'm located in Cambridgeshire, UK and the target nation is in Birmingham, UK.
