Maybe you should consider applying the bonus as a trade sent to the nation instead of a manual addition? That way nations will always have the ability to spend their bonus when they get it.

I'd like the ability to view tax records for a specific nation by clicking on their "Bank Activity" link on their nation page.
This view should only be available for players who can see the tax records of the bank in question, but it would be a nice feature to have.

Why not do the 9 lesser rings, the 6 medium rings and the 3 good rings, and then 1 awesome ring.
