I know the bank is buggy as hell and not finished, but I have this suggestion.
Currently, you can just set a % and it'll tax cash & resources at that rate. However, what I propose is you allow separate tax rates.
One for cash and another set of options for each resource.
At the moment, when we tax our members it'll tax everything. This is problematic as not everyone makes everything. We've got European nations having Uranium taxed among other things.
So give us the ability to tax cash as and resources separate. But also allow the ability to tax each resource seperately
tl;dr
1 tax for cash and separate tax rates for each resource.

If left the way it is. There is no reason to go to war for an alliance. You won't ever be able to inflict enough damage for a full scale war to ever serve any purpose.

Yeah. I read that. Sounded more like you guys sent those logs to Guardian to get him kicked out. I never found those logs very convincing. It looked a lot like they were specifically designed for the purpose they were used for. Like, "Hello, Im Cpt. ObviouslyTryingToGetKicked And I am now going to say nothing more than (literally, nothing more) the most obvious phrases that would get me kicked from any alliance. In public even!"
During all our PMs, I never found him to be either that rude, or stupid.
I wonder what Caseys side of this whole story is.....
And I know he tried poaching people. He told me all about this thing with EoS. Then he started sending me all his money and said he was considering leaving because he was tired of Caseys constant BS.
