He's a troll, and it's apparent. I did not intend for it to get this far, but he is blatantly attacking others in hopes of gaining some kind of strength through attacks. If you've kept up with all of this, you should understand why I say the things I do. And it belongs here because I am announcing the attack of an alliance.
Other nations do this too, but they don't get threads about them.

I agree completely with Phaik, above. Cities and infrastructure should be weighted in this rating system.
They are, and 50% of the points come from them.

The biggest shocker to me was Arrgh, who is a raider alliance, not coming out in the top 15.
Celestial Union was another shocker.
