Doom's post in Oil Clarification was marked as the answer
Oil wells will give you 0.75 per turn. 2 x 0.75 = 1.5
Oil Power plants will use .1 per turn on top of .1 more added per 100 infra up to a max of .5 a turn per power plant. (Meaning they can support 500 infra each).
(2 x 0.5) + (2 x 0.3) = 1.6 Oil being used a turn.
1.5 - 1.6 = -0.1 Oil per turn.
