Definitions:
Public schools: Free school, supported by taxes, and managed by local representatives.
Impose: To establish or apply as compulsory
Uniform: the distinctive clothing worn by members of the same organization or body or by children attending certain schools.
No semantics. No trolling. 1000 word limit. 48hrs to response from the time opponent responded.
The structure of the debates:
Round 1: Opening arguments
Round 2: Rebuttals/refutations
Round 3: Defend arguments
Round 4: Final rebuttals/defenses + conclusion
Voting points system: members are to use this in their voting. (After round 4, debate is open for 5 days)

Had better spelling and grammar (worth 2 points)
Made more convincing arguments (worth 4 points)
