I think it would make the game more indepth, with research development you should create a another type of resource that could be used to develop new technology/improvements. I also think a research tree would be very useful with this addition. An advantage with the addition of R and D you could specialize countries so if a country takes path of a tree that involves manufactoring then it could manufactor items for less resources, could be a manufactoring nation, and sell and trade its goods at a lower price. If a nation specializes in military research the nation could be produce military units easily and the units would be more efficent etc. I also think there should be a mechanism that would make it harder a country specializing in one type of research to specialize in another. But I do like that kind of stuff, personally, and its a good idea!
