Why: P&W doesn't have a national project that helps non-manufacturing nations. This will bring more competitiveness for raw production and versatility about how a country can improve its resource production. Bonus: The National Railway Plan boosts 25% of raw resources and 1% of gross income. Consequences: +1 or +2 pollution for all cities. Increases nation coal consumption. Upkeep maintainance.
