More how my finger smashed 3 instead of 1 ?. Must of been the training from ESA days?

Hi unsure if this was a tech error or a issue with my mobile, as it has been playing up last few days. 

In one of my cities infra was brought up to 5000. This was never my intention as you can see from my other cities my max build is 3k. This took a large chunk of cash on for city I was saving to buy a new city. 

Again unsure if was an actually tech issue or human error. I would appreciate if this city could be reset to 2k and cash refunded. Even if my nation was reset back two days. I know its a big ask but if it was my fault it was an error.
