The leader should always rebuild last. Some members didn't get any aid because of your reckless actions that got your alliance rolled. The least you could've done is rebuild your nation only after others had been rebuilt. The fact you were quitting and still rebuilt to 2000 infra/city shows what kind of leader you are.  All of that so you could make a completely idiotic point despite all the facts to the contrary.

Alpha didn't get a 3 month (!) NAP because they weren't trusted not to use it against T$ in the next global war. NPO was offered a NAP of indeterminate length  because they are trusted not to use it against them. quite simple no? NPO is more trustworthy then Alpha.

This is the exact reason the the clause was included.  While Alpha has one view, in an agreement like this, if there is differences in opinion it's important to accommodate a different opinion on the matter, but still come to the same destination - peace.

Like you stated the only thing you get to dictate is to keep this war going. We have, morale and money wise, no problem running out Alphas bank (which is what counts. !@#$ those subjective "winning" bullshit stats) and ruining any chance Alpha has to rebuild. 

which in the the end would mean a NAP to Alpha would be useless anyway since Alpha would be nothing but smoldering rubble and no threat to TS.

This whole eumir thing is getting pretty ridiculous. Alpha has not accepted peace because Alpha wants a NAP and t$ doesn't. That is the only reason why this war is not over. This apology or no apology has no impact on why Alpha is still warring with t$. As long as t$ decides NAP is acceptable, then Steve will do whatever backflips, apologies, whatever whatever nonsense is required to placate t$ members for his "wrongdoings". If t$ doesn't want NAP, then I guess we will continue this "rubble warfare".
