Yes there should be a limit on how much damage you can do to an opponent.

The whole idea that the sex work industry being inherently exploitative can literally be dangerous for sex workers. An example of how this can be harmful is how in some East Asian states, the state will literally end up kidnapping and trafficking sex workers into sweatshop textile industrys.

What would happen if there would be more improvements than infrastructure slots? Would there be random improvements that just stop working or working at like half power? Or would they all be working the same but your population is all rich but exhausted from working multiple jobs?

Considering that the United States has been historically a global leader, protects international shipping lanes, and protect Latin American countries, I think such a large budget is justifiable.

Don't pretend to be stupid. You know damn well what I mean. Limit it /more/. It is far to unreasonable difficult to defend against 3 other nations that would be in your war range unless an unreasonable number of your improvements are dedicated to military.
