Okay, that comment doesn't make sense but okay.
Escentially it states that this occurs when the Secretary of Defense orders this. Which this is done via the DEFCON system. Thus when the DEFCON reaches a certain level we can see that this is when the Secretary of Defense will call the emergancy. Also the DEFCON is changed by him and the orders are given by him, which is power that no individual should EVER have. VE or not.

I remember when Ghadaffi supported terror across the world. I remember when he supported the IRA (which I believe UK should get out of Northern Ireland, but that's just me). I remember his attacks on US jet fighters and the US members in Munich dance club. You have to remember after 9/11 he worked with the US in handing over WMDs and helped lead to capture of terrorists.
He did have chemical weapons. It was the "Dragon's Egg," but that was captured by ISIS. Why do you think they had furtilizer plants that was for soil not present in the middle east?

Federationing of an alliance can be defined as an alliance over stepping it's bounds by creating laws that breach the sovergnty of the alliance members. Look at some of the EU laws.

DEFCON is a joke. It mimics the US's and does exactly nothing, but provide a subjective view of danger. Though you have one of the lowest tax rates in the game it is easy to manipulate the market to wage economic war against other alliances and create a massive amount of profit. Secondly, your character article states that I have made no violation. Only that I have "deserted" which again, is a subjective term that can be manipulated to fit whoever is on the other end. I made no violations. I was the one who was wronged here.

Hey Unknown, they're an ally, unlike Suicide Squad AND Praeterium, both of which we raided the !@#$ out of with no response from Rose.

The Secretary of Defense requires that all nations be on standby at times of war. If a nation is specifically called upon by the Secretary of Defense to declare war or send aid during wartime, that nation is required to do so. Failure to comply shall be considered desertion.

In recent events VE has declared war against Guardian. I was once appart of VE, but recently left after their attrocities. The soul purpose of the alliance is a general protection of a group of nations against outside threats. They began to call up the drums of war and demand that every nation surrender their sovergnty and ruin their own nation's to prepare for war. Then when war came there was no reason as to why it was occuring. They only merely assigned groups to fight other nations. I was sent a "Strongly worded" letter from their Secretary of Defense warning that what I did in defending my own sovergnty and protesting the entire time was an act of cowardness. Not only am I offended that someone wants to give me a lession on courage when I've been to Marine Corps Depot Parris Island Marine Boot Camp, but they slam me for protecting my sovergnty. I am very Libertarian and they declare war on me for protecting my beliefs. This is a great appalling action by them that not only due they resort to their totalitarian views, but they insist that we are to bow to their comand and surrender our sovergnty. I am greatly appalled that this alliance has violated my freedoms and they insist that I pay for not surrendering them.

At the end of the day, all this shows is that treaties are pointless, as VE and Rose have just shown they couldn't give a toss anyway, so in that way, why should anyone else.
Care to explain? What does VE and Rose not give a toss about? How have they shown this?
