That is, moderators have God powers and their decisions can't be questioned under any circumstances. Y'know it reminds of a particular regime in Europe a few decades ago.

The forum rules do make it pretty clear that foreigners aren't welcomed here: "All posts must be in English. You are allowed to use common phrases from foreign languages." I'm assuming they mean British English, since most of American English is foreign words that we've appropriated.
I would also really hope they mean British English, because it really bugs me when Cherokee is defined as a 'foreign language'.
Those are forum rules, they have no bearing on IRC.
FYI: It was an IRC moderator that said this, I am merely paraphrasing and posting it here.

What rules? Currently there are no rules, just the moderators' whims. Whims are far more dangerous than rules.

There as rules prohibiting discussion in different languages or of other games.

Internet Relay Chat is for the more social aspects of this game, as opposed to the more formal like posting. Harsh rules in the IRC channel will suffocate people's desire to ever talk in there and it will hurt the game. Any game beta needs a central channel to discuss things in and goof around in.
Ding, ding, ding, we have a winner! Attempting to regulate an IRC channel with ironclad rules is pointless as bans mean literally nothing, for that reason I do not support the measure and ask the OPs to stop enforcing those incredibly dumb rules (no foreign languages or other game discussion.)
