Sheepy will need to clarify, but I thought I recalled him saying that nations will be remade at final reset. In other words, there will be 0 nations and you'll need to login with your existing account and make your nation, re-create your alliance, and so forth. I believe using the same account for login is how he'll determine any type of Beta award system.
This is probably the best solution.

Cap should be removed for the speed round. Adds more strategy. And there isn't any need for it.
Pretty much this, maybe also the National Project cap for extra chaos.

I'd recommend using Enhanced Steam, it allows you to see the lowest price ever offered for a game outside of steam while you are browsing it. Also has some nifty features so you don't end up trying to buy games you already own

Almost everyone is following the rules.

Well as some have noticed things on the forums have slowed down quite a bit despite having 743 active nations in game. Why not attempt to attract some with the lure of free money if they make an account and post with a nation link? Worked for >BLOC after a game wide announcement.

I found this sale's discounts lacklustre compared to previous sales.
I was disappointed I didn't win any free games despite being on red team (& contributing) too. 
Probably because you already own all the games you wanted, I had that issue. Also: gaben.tv
