Political chaos is in the nation, party's are rampantly rising and falling. So the government ran an election for the change of the system, they voted for it, Also they voted that the current President should be emperor. The system works like this now, nation assembly can created laws a repeal a law with a majority. The Emperor can do the same at will but the national assembly can vote out the Emperor with 7/8 of them agreeing to do so. If so then the Imperial Election starts and the people vote for there new emperor.
