So your grand plan was to leave 90 or so players at our mercy, because you could then hit TEst, a couple in BK and 3 players in MENSA. Which would result in us ending the war sooner, which would save you a few 10's of million dollars, when you rebuild?

That's not necessarily true. This can be easily solved by you guys getting money back and alliance ownership. The main problem is securing the server.
However, if the game is rolled back more than one turn then a clear beneficiary from this is VE.
How so? That means I have to refight to get my victories against my defenders....

Okay, that comment doesn't make sense but okay.
Escentially it states that this occurs when the Secretary of Defense orders this. Which this is done via the DEFCON system. Thus when the DEFCON reaches a certain level we can see that this is when the Secretary of Defense will call the emergancy. Also the DEFCON is changed by him and the orders are given by him, which is power that no individual should EVER have. VE or not.
Our warning system may be changed by the SecDef, the Lord, or Duke. SRD did not overstep his bounds and you'll find that he and Impero are in lockstep with regards to this conflict AND your shenanigans.

Their charter is an emergancy resolution. There was no reason for the resolution nor an emergancy as there was no RFD provided.
