[Cannot Create National Project Due to Cooldown, but have none]

sorry for making anyone waste their time looking at this, did not notice the 'new city' part of that message...

[Cannot Create National Project Due to Cooldown, but have none]

While i was viewing the National Projects page and refreshed it. a message appeared stating "

You cannot build a new National Project because you have already built a new City or National Project within the last 120 turns.

You can build a new National Project in 102 turns.

Don't want to wait? You can reset your City/Project Timer for 4 Credits by clicking here.

" I am just unsure why i am getting this, as i was about to Construct my nations first National Project, so there is now way that i could have constructed one in the past. 

would appreciate it if you could fix/explain why this is happening.
