For more information about the GPS Satellites plan, it's loosely based on existing GPS satellites. In the real world, you need at least 4 satellites to get GPS coordinates and 24 is the current best number for optimal coverage globally. Having each nation be able to only build 1 satellite will require coordinate and teamwork, which I think is an important part of the game.
