For instance, this war was less than 1 day old when it expired: https://politicsandwar.com/nation/war/timeline/war=61921 It looks like it wasn't just war timers that jumped ahead; it seems like the in-game timer accelerated, so -everything- timer based (government changes, building new cities, etc.) time warped too.
