If a nation is specifically called upon by the Secretary of Defense to declare war or send aid during wartime, that nation is required to do so. Failure to comply shall be considered desertion. There is a long list of events. -US funds Afghan Rebels (al-qaeda involved) -Clinton blows off three chances to kill Bin Ladin -1990, Gulf War. Bin Ladin p*ssed he didn't get to defend Saudi Arabia. -2003, US topples Sadaam who was the only balance in the Middle East to Iran. -US helps topple Gaddafi. Lybia turns to a "Jihadist wounderland" -Egypt becomes defunct and US aids them with jets and tanks. -US aids "moderate" Syrian rebels which include Al Qaeda.
