I know I'm not in the loop with foreign affairs but that doesn't really make sense to me Vanguard is the "weak link" in their "chain" as unlike Rose they didn't treaty alliances outside their bloc (Guardian were an exception but that treaty always seemed to clash with the rest). Mensa know they will have to fight both, but fighting Vanguard first is more advantageous then declaring on Rose. Mensa seems to be treatied pretty effectively and no doubt all their allies are gearing up so even if Rose is preparing additional units so are they. No, they want Rose and VE to attack them so they can signal there treaties...TC, Guardian, and tS. ^ This to be more to the point.
