The loan should be limited and loosely tied to your nation's GDP, and the interest rate would be 50%-75%, and will reduce your daily revenue by half until you paid all of it. and you can't get another loan without paying the old one.

 

A nation with 300 NS with little commerce would have 350mil - 450mil GDP, I'd say a good limit would be 0.5% of that ($1,750,000 to $2,250,000 for each loan)

 

A nation with 4 cities at 700 infra each would have about $200k daily revenue, with little commerce and no military. So if the system would take half of the daily revenue, it would need 26-33 days to pay off the loan with the interest.

 

These numbers suck bad, but sure as hell can't be exploited

The hell is this anyway? He never said anything about you or to you, and you are obviously not a Navy Seal, Military people do not react in such a way, and Navy Seals do not threaten to kill, they just do it. And Navy Seals do not have access to the arsenal of the USMC, they have access to the arsenal of JSOC.
