It really doesn't matter, since you involved yourself in foreign actions and were preparing for a military confrontation, and became militarily active....... One of the links that Spyro used as "proof" mention that members of the alliance were attacked. It does not violent neutrality to retaliate against direct attacks on the alliance or it's members. Neutrality means that they never attack without provocation, and never get involved with wars not involving their members or the alliance as a whole. It seems to be that Spyro's entire argument is based on the fact that he does not know the real definition of neutrality, and is mad that alliance leaders choose to defende themselves, because he thinks it means the same as pacifism.
