Add MDMAP treaty

Could be useful for direct extensions (offshores) of alliances I guess

Add a extension treaty. Gives gov control over all the Alliances linked.

Thanks for the suggestion! I'll put both down as things to look at, the MDMAP should be straightforward to add and I'll probably knock it off sometime soon, the extension treaty sounds super cool but would be very complicated, so is likely not something I'll be looking at for a while.
