So, I'm sure more experienced players will have better advice than I do, but I'd say the best thing you could do would be raiding nations that have resources, so you can effectively get a lot of resources and money quickly. Avoid raiding members of large alliances, though applicants, and particularly inactive ones, are typically good targets. I like to look at war history to see what past raiders have gotten from them, to determine which nations are best to raid. Just avoid getting countered by big alliances — typically doesn't end well on your end.

Make a plan, stick to it.  Be aggressive but realistic about your plan.
