Wars are usually only fought and won by whoever has the higher tier/numbers/blitz advantage. Can't really steal the opponents bank resources to cut them off since its so easy to offshore bounce it around. Embargos? Only good in the tutorial to bully Sheepy and get a bit of cash. Anyways my suggestion is a nation manpower system for each in game nation. Right now you get soldiers and tanks based on cities. Even a low infra nation could have the same amount of troops as a high infra nation of the same city count. Why not extend upon the mechanics already in the game to add another layer of depth to the game with manpower. High infra and older cities produce higher population in any city. Disease could lower it with too much population density or nuclear fallout. Have a system where troops take actual manpower to build and now if all of your cities are obliterated there goes your manpower from that city for a bit. Instead of just being destroyed by the down declares with the constant numerical advantage, you could play it safe, and maybe the enemy loses their manpower and cant rebuild as quickly as you anymore. Soldiers/tanks/planes/ships can also have different manpower requirements to give different strategies to the game. Nobody really focuses ships but if they have a ton of men on them, and you can drain it quickly that way, might be a different story. You can go on further to include drafting policies that hurt revenue and boost manpower recovery, or vice versa. You can always tweak with the effects and everything but it might be something to look into to mix the games current strategies up a bit.
