Now to counter this, there would be 2 solutions, 1) Increasing the revenue per city, to change exponentially, which would break the game 2) Add a specific percentage/ buff to the income. Ideally, this project would be available only after city 28, as before that, this project would be either too expensive/ too overpowered Resources (without tech advancement) : Food : 3 Million Steel : 40k Alu : 40k Munitions : 20k Cash : 350 Million Buffs/Benefits A 50% increase in nation revenue, and resource revenue, added with a 200k population increase? or improving efficiency of banks, stadiums and malls? I think you might be a bit out of the loop in regards to this. People are trying to find ways to close the gap between whales not increase them. Also 50% is a crazy buff, to put it in perspective Telecommunications satellite which provides a 10% buff to commerce cost nearly the same as your proposed costs here. Not to mention we have projects that buff each manufactured resource separately. Just buying cities won't increase your revenue by much. You need to also buy infra, as that provides a much larger increase. Unfortunately too many alliances like sitting around 2k to 2.5k infra, which cripples their income, unless they can raid other nations.
