Nice work on Guardian btw, props to Alpha for cleaning them up. We've now slotted every single GOB member and every single nation over 40 cities in Bollywood.

I disagree. I very intentionally set it to be only +10 ranks because I believe that in a persistent game such as P&W, it's essentially a game of king of the hill. If one person (or alliance) gets to sit on top and punch down at anyone getting close to them, it then becomes difficult to unseat them. That leads to very stale gameplay and ultimately stagnation. Giving smaller nations the potential to take down big nations is really important for the longevity of the game.

There also needs to be a way for dogpiled nations to be able to stage a comeback. Right now, whichever alliance declares first, most likely ends up winning the overall war. Once dogpiled, it's near impossible to stage a comeback. Especially when, from round two-three, there are 100 people waiting for 10 to come out of beige.
