What can people living in the same house do and not do within politics and war

Hello, I am someone who is looking for my queries to be answered because I don’t want to get in trouble for it; so here is the list of questions I would like to ask:

What should I do about me and my brother playing the game on the same network?

What can I, and can I not do once me and my brother are verified?

Can me and my brother be in the same alliance?

Can me being in a senior cabinet position within my alliance and having access to the alliance bank be allowed to be in the same alliance as my brother and give him grants only when I think he deserves them? 
 

please can someone come back with all of the answers as soon as possible

From game rules:
Each player is allowed to have one account and nation. Having multiple nations is a bannable violation. There is no limit on the number of nations that can play per network, so long as each nation is owned and controlled by a separate individual. Some restrictions will be imposed automatically on nations on the same network to prevent cheating. Using Alliance Banks to evade trade restrictions imposed on nations on the same network is a bannable offense. Two nations on the same network are allowed to be in the same alliance, but they are not allowed to declare war on the same nation. Failure to follow this rule will result in a nation strike the first time, and a ban the second time.

Until both your accounts are verified, your nations cannot interact with trades, bank transactions (recipient and banker), or coordinating wars together on the same nations. Once both of your accounts are verified there should be no restrictions, but verification expires and requires renewal so keep on top of those (first renewal after 30 days, second after 6 months, thereafter every 1 year).
