How does this user have more improvements than infrastructure?

146719 (his nation id). I stumbled across a user named dryad because he was listed as having the most money stolen but that’s beside the point. I was looking at his cities and in all of them he has around 54 improvements but it lists its cap at only 14. I looked at the projects but there doesn’t seem to be one that does this. Is he a hacker or am I missing something?

Improvements will remain after the Infrastructure is destroyed. 

He bought to at least 2700 infra, got those improvs, and then got rolled multiple times. His Infrastructure was destroyed, but most of his improvements remained.

So, Dryad is in an Alliance called the Knights Templar which recently went on a raiding spree (still is on one). Dryad, previous to this spree, had alot more infrastructure than what you see now, and I assume he had maxed out his slots. Dryad, in his wars against Oasis, Roselot, CAP, and now some Swamp has caused his infrastructure to disintegrate. Infrastructure being reduced through war does not directly kill your improvements, so you can have more improvements than the cap if your infrastructure gets destroyed.

Lets say someone has 200 infra, 4 slots with 4 barracks, they get into a war and 100 infrastructure gets destroyed, but none of their barracks get destroyed. so they still had 4 barracks but 100 less infrastructure, making the improvement cap go down by 2, showing 4/2 on their city page.
