Having a negative pollution index

Having a negative pollution index should reduce radiation on your continent, or add a whole new pollution mechanic that hurts food production locally as pollution increases but nations with a negative pollution index aren't affected

Also maybe make a green thumb achievement to showcase for having -100 pollution index

Your suggestion is missing something very important. It's missing the "why". Rather than just saying "This should be changed", try to explain the reasoning behind it. How will these changes make the game better? How will they improve the game? What aspect of game play do they improve?

The fact that you can have a negative pollution index is why, if it exists something should be done with it. Adds depth imo

What depth does it add exactly?

Also a negative pollution index can be easily explained. It simply means that you have the capacity to handle more pollution than you currently generate.

Any new thing to the game adds depth, no?

Sure it can be explained, because it exists. I'm saying that it should come with some bonuses instead of just being math for how much more pollution you can handle

No, adding something for the sake of adding it doesn't add depth.

I was thinking about farms in a similar way.  If your overall pollution is low it shows you have a "Green" mindset.  Your people have a good knowledge about dealing with pollution. It would make sense that you would be better at dealing with any kind of pollution.  So a nation with a low or negative should be rewarded. This would improve strategy and show people that pollution is harmful .  You may say this would help P&W image, polluter are not popular in the world and should not be able to do this without some kind of effect.

 

 The strategy could be if you build with less pollution your farms will do well in peace  and less harm to food production in times of war.  If you are a polluter you may need to buy food as your food is not fit to eat in times of war.

This may add a political correct sense to building strategy as a plus.
