E.g., 20 mil anonymous bounty costs 40 mil to place In order to prevent players from totally fighting anonymous proxy wars with bounties. It's a revenge mechanic, or a mechanic for the untouchables. Not an alternative to fighting. If a nation wants to bypass the fees they can still privately contact a swashbuckling alliance and be dealing with those people directly with their name in the air.
