Improved Officers

Long ago in the good ol' times of 2015, a thread was posted in this very forum with a similar name.

I was thinking about the idea of some sort of officers before coming across this, but I understand the issue inherent with his idea and I think I know how that can be remedied.

In the militaries there are already "generals" or "admirals" that lead the ground, air, and naval forces. What if they had improvable stats like baseball players?

So, let's say, Admiral Whatshisface is the admiral of a just created nation. He spawns with any age between 30-40 and will automatically retire when he is 65 and be replaced by another admiral aged 30-40. For the Navy the stats would be naval based. For ground as well, and likewise with air. Whatshisface's stats would directly effect the nation's naval capability and give a bonus to combat rolls.

That is the base of what I'm proposing [EDITOR'S NOTE, it is a shitty idea and I retract my support of it after further thought. Everything after this point is more interesting!], but I think an element of strategy more than just pouring money into your officers could be available. Like, perhaps, a trait.
Say a nation wants to raid with the Navy, then the player could choose "Coastal Raider" (Allows loot gain from naval attack, -10% defense) for their admiral. Or if they want a defensive Navy, then the player could choose "Defensive" (+10% to defense, -10% to offense) for their admiral. Or, au contraire, "Offensive" (+10% to offense, -10% to defense). Or maybe "Balanced" (No effect). Or some production changes like "Quality" (+50% unit cost, +15% overall) or "Quantity" (+1 off-map dockyard per 3 cities, -50% unit cost, -30% overall) et cetera. How these would work would be like current War Policy or Domestic Policy but 1. you can only change it once every [insert large amount of turns here] and it will cost exponentially more every time you do it to the same admiral. When the admiral retires, you get a new one for whom you can pick a new trait.
Personally I prefer this ^ to having a system like baseball, because it's kinda boring to just press a button upgrading someone over and over again. But maybe a combination would work?

I am 110% open to criticism and suggestions, I'll edit this post as more come in.

More detailed ideas for other officers:

Army General:

"Blitzkrieg"- (+20% to offensive tanks, -20% overall defense)
"Raider"- (-2% to overall, +10% money looted)
"Defensive"- (+10% to defense, -10% to offense)
"Offensive"- (+10% to offense, -10% to defense)
"Balanced"- (No effect)
"Quality"- (+50% unit cost, +15% overall)
"Quantity"- (+1 off-map barracks per 2 cities, -50% unit cost, -30% overall)

Air Force General:

"Carpet Bomber"- (+20% infrastructure and money destruction, all other offense -15%, -20% defense)
"Close Air Support"- (+20% ground attack, all other offense -15%, -20% defense)
"Naval Bombing"- (+20% offense, all other offense -15%, -20% defense)
"Defensive"- (+10% defense, -10% offense)
"Offensive"- (+10% offense, -10% defense)
"Balanced"- (No effect)
"Quality"- (+50% unit cost, +15% overall)
"Quantity- (+1 off map hanger per 2 cities, -50% unit cost, -30% overall)

Maybe a missile specialist could also be implemented? 

"Defensive"- (+10% interception chance)
"Offensive"- (+10% damage)

 Notes and clarification:
Percent bonus applies to everything in combat including infrastructure, money, planes etc.

I like the concept but not the examples so much. I'm working on perks that can tie into this some in terms of bonuses, let me see what I come up with down the road. I'll put a note to revisit this after next weeks major update thread. May take a while to circle back to, but I will.

If I may add.
I think militarization / war succes should give bonuses.
Not like you can buy them, but if you have more militairy (per city) you have a higher chance to generate officers.

Well there are multiple things
You could do wars won (which would boos raiders for example) and might make not beiging wars alluring.
But i'd prefer to go for x things killed as a metric.
If you killed at least 10K tanks in the last (real life) year for example you get Y bonus.
Not all of them have to be timed ofcourse, but this does seem interresting.
You could do a healthy mix between Wars won, Damage done.. 

Some of these bonusses could be based on hard stats (eg Having 5 Nuclear Powerplants destroyed in the last 2 months gives you x bonus) 
Some of them could be based on chance modification (eg every nuclear powerplant you destroyed gives you a higher chance to bonus for 2 months)

You can really spice it up as much as you'd like, if you want to go more crazy you can also do that every battle (it can even be not linked to the result, or only modified but not hard determined by the result of the battle) has a chance to create a great officer. This officer would give significant bonusses, maybe even some unique mechanics. But would only live for a short time (because game time goes very fast) and would thus encourage people to use them wisely.

I am just throwing around some ideas right now, and if I had more certainty that this would be a thing that had a significant chance of being implemented i could be more detailed with more concrete examples, but i think this explains my ideas pretty well.
