The large double doors of the Ushiromiya mansion swung open slowly. Five individuals walked inside as the doors shut behind them. Looking around, they noticed the rays of sunlight shining through the windows, revealing the dust that had been launched into the air by the opening of the doors as it fell to the floor. The first to speak was the Golden and Endless Witch, Eva-Beatrice. "So it's still here." She could barely finish her sentence before coughing from all the dust. "Although it could use some cleaning up..."

The next to speak was Beatrice. "Why don't you do the honors? You are the current master of Rokkenjima, after all. The one who found the gold." Eva glanced at her predecessor before raising her staff. A swarm of golden butterflies appeared from her staff and filled the room, perhaps even the entire mansion as well as the island's other buildings. After a few moments, they disappeared, leaving behind a perfectly clean environment. The lights flickered on as the power was restored. It looked as though the mansion had just been built.

Virgilia commented next. "A splendid bit of magic. It brings back memories of training Beatrice on this island many years ago." Lambdadelta was less impressed. She pouted as she shrugged her shoulders. "It was alright, I suppose. I could have done a lot more." She puffed out her chest as a large smile appeared on her face, awfully proud of herself. Bernkastel looked at her with a blank expression. "You were the one who sanctioned Eva as a witch. Need you be reminded that you are her witch guardian?" Lambda's proud expression broke as Bernkastel rained on her parade once again. "Hmph. Party pooper..."

The group wandered over to the large painting that served as the main attraction of the Entrance Hall. The person pictured was Eva-Beatrice, the current master of Rokkenjima. After staring at it for a few moments, Beatrice clapped her hands. "Okay~ Why don't we get this place decorated for our guests? They will be here any day now. Ronove! Seven Sisters of Purgatory!" Beatrice's voiced echoed through the Entrance Hall. Not even a full second later, the people she summoned appeared before the group. Ronove appeared, giving a reserved bow. "Yes, I am honored to serve you once again, Beatrice-sama." The Seven Sisters of Purgatory bowed as well, announcing their arrival in unison. "Seven Sisters of Purgatory, present!" Beatrice smiled, giving her order to her faithful furniture. "I am requesting assistance in decorating the mansion for our guests this weekend. Let's be sure to give them a Rokkenjima welcome." Ronove and the Seven Sisters of Purgatory replied in unison. "Understood, Beatrice-sama!"

The roaring engine of the Avalon began to reduce it's sound as the float system engaged and began it's landing on Rokkenjima. Aboard was Lelouch and C.C who made their journey to the island as per an invite from the country. The military escort broke off before entering Rokkenjima airspace and upon confirming no real threat of ambush allowed the Avalon to begin it's landing on the island. The low hum of the jet was just loud enough to let anyone on the island know that the Britannians had arrived.

Both Lelouch and C.C exited the Avalon wearing a new version of the Imperial Uniform as were escorted out by two Britannian guards. C.C looked around the island from where she stood and Lelouch coordinated with his guards quickly before walking to C.C's side.

"Despite this being an envoy mission, we both should make sure that Eva-Beatrice doesn't have her or one of her friends whisk you away. Should all go well we will be able to have a small piece for her, and as thanks for the efforts with the USA, will bring pizza for the flight home." Lelouch who while started his speech seriously, loosened his tone as he directed his pizza reward to C.C who smiled and pulled him a bit closer as they waited for their guard to be ready, and to see if anyone from Rokkenjima would be aware they had arrived.

"It's been some time since I've seen any of them, no doubt this has to do with restoring ties" C.C said as she reflected on their mission.

The island was so dense with forest that the Avalon was forced to hover just above Rokkenjima's single dock, letting its passengers off onto the beach. Even from above, Rokkenjima's thick forest shrouded the island in mystery, although at the very least, no military units were detected on or around the island. Greeting the Britannian arrivals on the beach was Ronove, who gave a polite bow to the guests. "On behalf of the Witch Council, I welcome you to the island of Rokkenjima. My name is Ronove. I have been sent by Lady Beatrice herself to greet you all and guide you up to the mansion. If there is anything else I can do, please just let me know."

Lelouch and C.C both gave greeting to the man that had appeared by them. Their guards stood behind them and didn't move unless Lelouch gave an order. Here Lelouch returned the bow and replied to the man.

"Good day Ronove, I am pleased to meet you and am eager to meet Lady Beatrice, and I'm sure the same can be said for C.C over here" After saying this C.C gave a light and polite bow. "Let's not keep them waiting". He lightly chuckled as he gestured for Ronove to lead the way as Lelouch and C.C stayed close with a small guard following them for protection till they arrived.

"Well then, please follow me." Ronove turned around, beginning the hike from the beach up to the mansion. Trees quickly surrounded the group as they started up the stairs, soon finding a path that led through the woods straight to the mansion grounds. The weather was mild and the sun was shining through the trees, almost as if spring had come early to the island. After a bit of walking, the group had finally arrived at the Ushiromiya mansion. The rose garden had yet to bloom, but was still somewhat impressive.

Ronove continued to guide them to the mansion's entrance. The doors slowly opened on their own as they stepped inside. The entrance hall was beautifully decorated as if for a party. There were snacks and drinks set out as well. Standing in the entrance hall was Eva-Beatrice, along with Beatrice her predecessor. Ronove bowed to his master. "I have brought our guests here as requested. If you request anything more, please just let me know. If not, I shall begin preparations for dinner." Beatrice chuckled as herself and Eva approached Lelouch and C.C. respectively. "So you have come, Emperor Lelouch. My letter must have piqued your interest." Beatrice chuckled as Eva spoke to C.C. "It's a pleasure to see the witch of Britannia again after so long. I regret to inform you that Maria Kurenai is not here, however. I know you two get along so well~"

Both Lelouch and C.C returned the greeting to Beatrice and Eva as they reached their destination. Lelouch was the first to speak in reply to Beatrice. "I will admit your letter got my attention, it would be a waste to not see the reasoning behind it. Usually your and your country is one of surprise" he lightly chuckled as C.C nodded in reply to Eva. "A pleasure to be here" They both took a look around them as they have never been here before and intended on taking in the view.

"I must say though, I'm curious to what you have planned." Lelouch added in as he redirected his gaze to the witches who had greeted them.

Eva and Beatrice turned around, leading the guests through the halls and into the dining room. There, the other members of the Witch Council were waiting. "Allow me to introduce the rest of the Orbis Witch Council. The Golden and Endless Witch and predecessor to Beatrice, Virgilia. The Witch of Certainty, Lambdadelta. The Witch of Miracles, Bernkastel." Virgilia smiled politely. "It's a pleasure to meet you." Bernkastel grinned and chuckled. Lambda leaned forward. "Well, it's about time you got here. Awfully brave of you to come here all by yourselves."

Lelouch lightly chuckled before returning the greeting to the witches. "It's a pleasure to meet you all today, it's been sometime since our countries met like this." he kept his composure as he addressed the group of witches in front of him. "I'm sure you already know who I am, as well as my partner C.C" he said as he gestured towards C.C who gave a light smirk in return as she leaned back at Lambdadelta. "I could say the same thing to you kitty cat." she replied in a joking manner to lighten the mood.

Lambda gave a slightly exasperated sigh as Bern chuckled at her. Beatrice motioned for them to sit down. "Alright, kitties. Save the cat fight for later." As everyone sat down at the table, Eva began the meeting. "As you know, Rokkenjima is currently at war with the People's Republic of China. Tibet recently seceded from mainland China and thus far, Rokkenjima has control of over half of the Chinese coastline." Virgilia spoke next. "We have some concerns however. We've tried to operate in a way that minimizes civilian casualties, but they still inevitably occur. Another concern is the ineffectiveness that the People's Liberation Army is having in launching a counterattack. They've yet to gain any ground against us or the newly formed Tibet." Beatrice then spoke. "Of course, we aren't complaining about having an easy time, but witches aren't fond of boredom, which is part of the reason why I sent you that letter. So tell us, Emperor Lelouch, what is your opinion of the ongoing conflict with what we've told you so far?"

Lelouch gave a light smirk as he raised his head to reply. "If you wish to make this more interesting, you've invited the right person. Once you mentioned China, I knew there was something that could be added to the field. I've made it clear for my disdain of the CCP, so I would like to propose a bit of a deal. You aid in Britannia propping up the Chinese Federation led by Empress Tianzi. In return, we will allow her to rally her people in China to send the civilians into revolt against the CCP. Interesting for all of us am I right?"

The reason as to why the People's Republic of China is having such a difficult time, and the reason why our plans may need to be put on hold." Lambda spoke. "It hasn't yet been announced to the public, but apparently a deadly virus has broken out in the city of Wuhan. Between the war and this outbreak, the entire country has been shut down." Virgilia finished the thought. "Due to this, Rokkenjima is planning to announce a temporary ceasefire until such time that the virus is contained. This means closing our borders as well." Bernkastel then chimed in. "If you still wish to assist, there's always Communist Cuba, a thorn in the side of you and other nations, I'm sure."

Lelouch rested placed his hand under his chin as he stopped to ponder the information just provided to him. "So we are faced with a deadly virus and communists" Lelouch was cut-off by c.c who was lounging in her chair. "It's the same thing if you think about it. But we have a cure for our communist neighbor, it's called bombing them" she said as she shrugged as Lelouch lightly chuckled. "Cuba won't be an issue, but do keep us updated on this virus issue. In the meantime, we will ensure it doesn't spread to Britannia."

Bernkastel continued to speak calmly. "It is up to you. I only mention Cuba, as it is the only other Communist nation besides China. Once things clear up, Rokkenjima would gladly assist the Chinese Federation in breaking away from the People's Republic of China. Additionally, the establishment of the Federation would allow Britannia to expand their influence to Asia, would it not? Perhaps then, our two countries can work out an agreement of some sort." The rest of the Council looked at Bernkastel with astonishment, none expecting the quiet one who looked like she didn't want to be there to propose something of the sort. No one disagreed with her proposal, though.

Lelouch smirked at Bernkastel's comments about China and Cuba. He adjusted his position in his chair taking a little bit of time to think before he made his reply. "I like the idea you have, so long as Rokkenjima is able to control the virus outbreak and assist the breakaway, we will in return aid Rokkenjima in their own endeavors throughout Asia. There's always room for negotiation after all." C.C gave a quick look at Lelouch before returning her gaze to the rest of the council to ponder what they would say back in return to his gesture.

Lambda replied. "We will do what we can to control the outbreak within Rokkenjima. However, it is up to other countries to treat their own citizens. Of course, should Rokkenjima develop a vaccine, we will be happy to share it. Until such time, it will be the responsibility of the Federation and Britannia to control the outbreak on their soil."

"We will do what we deem is required to keep our country and our citizens safe. Keeping travel between infected nations tightly controlled if not cancelled all together. So long as it doesn't break out in the former-Systems Alliance then we will see success. The same with the Federation." Lelouch stated to reassure not only the council but C.C as well as this was his first response to the virus outbreak.

Lelouch lightly nodded as he motioned C.C to step by his side as she leaned over Lelouch. He whispered something into her ear and she nodded before Lelouch turned to address the council. "Britannia finds that the NAP would be suitable given the situation. We are also willing to attend future meetings once the Chinese Federation is established." C.C also added in after Lelouch finished, "So long as Rokkenjima plays nicely, we are willing to work alongside them."

C.C looked towards Lelouch before shaking his head and standing up. "That would be all, I am thankful for this meeting with the Witch Council and hope we are able to cooperate further in the future." They both gave the farewells ready to leave the Island and return to Britannia having completed the meeting with Rokkenjima.
