Changes to soldiers killed from airstrikes

While increasing something from 25% to 27.5% may seem like a minor thing, it has sparked some debate. Thus I am creating a thread to gauge interest. There have been comments that soldiers have too high survivability considering the rate at which they can be purchased. Others have commented soldiers need to be strong to support soldier base warfare predominantly found in raiding.

Why increase it 10%?  what was the thought process behind increasing it that much?
