The exploit that I mentioned that worked like the "reserve military" mechanic... wasn't actually all that bad mechanically speaking. If we are going to go with a reserve military system, then there's no reason not to draw some inspiration from it. Now, I've promised to not make any suggestions, so I'm just going to stick to describing how it was and comment on it.

How it worked:

Basically, you'd buy your military as usual... only then you'd immediately decom it after daychange rather than build more with a doublebuy. The glitch was that the game would then think that you'd built negative military equal to how much you'd just decommed. Thus, you'd then be able to build the full doublebuy that turn... which you could do just before daychange, decom after daychange, and get negative two day's buy. Repeat and eventually you'd be able to buy 100% of your military in a single shot.

Obviously rather indiscreet as cheats go, but think about it. It's got at least a couple advantages over the dictated change:

1. Reserving military costs more than building military directly.

-This makes it less interesting as something to constantly use, but rather as something to be done more sparingly. Having standing military deployed straight off is cheaper in production costs, so there's still some disadvantage to losing. That's important since it means the aggressor still has some reason to be aggressive.

Also, the cost scales nonlinearly: building 100% of your military means buying the first wave 4 times the second wave 3 times and the third wave twice before finally buying the full run.

2. Reserving military is interruptible.

-Without some way to interrupt militarization, it'd be impossible to even inconvenience someone you've beaten. It's the other great paradox of game balance: Losing has to hurt but not too much, and winning has to help but not too much. An interruption option provides a counter to what is otherwise uncounterable and thus imbalanced.

3. Reserving military requires persistence.

-If you missed a buy, gg. It's all gone. That means that militarizing with this system is both an activity incentive and predictable, so a sharp opponent could see it coming and prepare for the expected breakout attempt, encouraging some interesting strategies and dynamics. Could coordinate an allied push to coincide with the sudden militarization... but again, it'd be expected.
