No time limit

I think wars should not have time limits any more. If "military reserve" is implemented there is no reason to have a expiration date for a war. Wars should  last several days (Maybe even weeks.) Until that player gets reserve units back and attempts to break those blockades.

If the attempts fail they have to try again the next day until they run out of resources and cash. Then maybe bring in that other suggestion about spies smuggling in resources. But it can only be $1,000,000 with no resources because nations can produce those already.

We'd have tons of war slot filling reports from players (mostly newbies) declaring wars then going inactive.

I think it makes sense to have wars end naturally after a certain point. Of course, the length of time that is is up for debate.
