It looks like they've accessed from the same IP before, but their primary locations are not the same and there's no device / browser overlap. Also, the dates of sharing IPs are quite different.

My guess is this is ISP's dynamically assigning IP addresses causing the overlap, and not likely actual multis.

Do you have more evidence? The transactions you listed as rule-breaking are for really trivial amounts - 1,500 gas and $500,000 is pretty low for two multis conspiring to cheat, don't you think?

You don't know how money laundering works. People transfer small amounts so people like you think the rule breaking is to trivial to address. Therefore, nothing happens.
